Overview

FIEO Registration refers to obtaining a Registration-Cum-Membership Certificate (RCMC) from the Federation of Indian Export Organisations (FIEO). FIEO is the apex body of Indian export promotion organisations, set up in 1965 jointly by the Ministry of Commerce and private trade and industry. It represents the Indian exporting community and acts as a bridge between exporters and the Government of India.

Under the Foreign Trade Policy, an exporter generally needs an RCMC from a relevant Export Promotion Council (EPC) or commodity board to claim benefits and concessions. Where an export product does not fall under the purview of any specific EPC or commodity board, the exporter obtains the RCMC from FIEO. FIEO also registers multi-product exporters and service exporters.

This registration is relevant to merchant exporters, manufacturer exporters, merchant-cum-manufacturer exporters and service providers who wish to be recognised as exporters, build credibility with overseas buyers and banks, and avail benefits under various export promotion schemes. A valid Import Export Code (IEC) issued by the DGFT is a prerequisite before applying. RCMC applications, including those issued by FIEO, are filed online through the DGFT e-RCMC platform.

Compliance Requirements Under FIEO Registration Online

After obtaining FIEO registration, exporters should observe the following compliance requirements:

• Valid IEC: Maintain a valid Import Export Code issued by the DGFT, as it is the basis for RCMC and export transactions.
• Validity and renewal: The RCMC is generally valid for a period of five years (reckoned in financial years under the e-RCMC system) and must be renewed through the DGFT portal before expiry to continue availing benefits.
• Updated particulars: Inform FIEO / update the e-RCMC record of any change in the exporter's name, address, constitution, ownership or line of business within the time prescribed.
• Reporting of exports: Furnish export performance details and returns where required, in line with FIEO and Foreign Trade Policy guidelines.
• Membership obligations: Pay the applicable membership/renewal fees and abide by FIEO's rules and the terms of membership.
• Adherence to FTP and council norms: Comply with the Foreign Trade Policy, DGFT procedures and the conditions attached to any scheme benefits claimed using the RCMC.
