An OEM is a seller that owns a brand and manufactures the product in its own facilities, holding the trademark and intellectual property rights, or is the exclusive importer/authorised distributor of that brand in India.

Through the OEM Panel, a manufacturer can list its brand and catalogue, approve or reject reseller requests, authorise third-party sellers, and ensure that only genuine, authorised vendors offer its products on GeM. This service is required by manufacturers, brand owners and exclusive importers who want to sell directly to central and state government departments, PSUs and other public-sector buyers, and who want to manage their reseller network in a controlled, brand-compliant way.
