Overview

The OEM Panel is a dedicated dashboard on the Government e-Marketplace (GeM) that gives an Original Equipment Manufacturer (OEM) full control over how its brand and products are sold to government buyers. An OEM is a seller that owns a brand and manufactures the product in its own facilities, holding the trademark and intellectual property rights, or is the exclusive importer/authorised distributor of that brand in India.

Through the OEM Panel, a manufacturer can list its brand and catalogue, approve or reject reseller requests, authorise third-party sellers, and ensure that only genuine, authorised vendors offer its products on GeM. This service is required by manufacturers, brand owners and exclusive importers who want to sell directly to central and state government departments, PSUs and other public-sector buyers, and who want to manage their reseller network in a controlled, brand-compliant way.

Many government tenders on GeM specifically ask for OEM-certified products or OEM authorisation, so obtaining the OEM Panel improves credibility and increases the chances of participating in and winning public procurement.

Key Features

  • Brand ownership control – manage your brand listing and product catalogue directly on GeM.
  • Reseller management – approve, reject or revoke authorisation for resellers who wish to sell your products.
  • OEM dashboard – a dedicated panel to oversee catalogue approval requests and sales activity.
  • Authorisation control – ensures only genuine, authorised sellers list your products, helping prevent counterfeit or unauthorised listings.
  • Eligibility-linked – linked to brand approval and, where applicable, the Quality Council of India (QCI) vendor assessment or a valid exemption.
  • Tender readiness – meets the OEM-certification requirement that appears in many government tenders.

Benefits

  • Direct access to government buyers – sell directly to central/state departments, PSUs and other public-sector organisations.
  • Full brand control – decide who can resell your products and on what terms, maintaining consistent branding and pricing.
  • Higher tender eligibility – many GeM bids require OEM-certified products, improving your chances of qualifying.
  • Protection from counterfeits – only authorised resellers can list your products, reducing fake or grey-market listings.
  • Catalogue oversight – review and approve reseller catalogue requests before products go live under your brand.
  • Credibility – OEM status builds trust with government buyers and reseller partners.

FAQs

What is the OEM Panel on GeM?+
The OEM Panel is a dashboard on the Government e-Marketplace that lets an Original Equipment Manufacturer control its brand listing, approve or reject resellers, and manage its product catalogue when selling to government buyers.
Who is eligible for OEM Panel registration?+
Manufacturers, brand owners holding the trademark/IPR, and exclusive importers or authorised distributors of a brand in India are eligible. Applicants generally need a valid GST registration and must complete the QCI vendor assessment or hold a valid exemption, as per current GeM norms.
Why do resellers need OEM authorisation on GeM?+
Resellers must be approved by the OEM to list that brand's products on GeM. This ensures only authorised sellers offer the products, protecting the brand from counterfeit or unauthorised listings and giving the OEM control over pricing and catalogue quality.
Does having an OEM Panel help in winning government tenders?+
Yes. Many GeM tenders specifically require OEM-certified products or OEM authorisation. Holding the OEM Panel improves your eligibility and credibility, increasing the chances of qualifying for and winning public-procurement bids.
