Overview

NSIC Registration refers to enrolment under the Single Point Registration Scheme (SPRS) operated by the National Small Industries Corporation (NSIC), a Government of India enterprise under the Ministry of Micro, Small and Medium Enterprises. The scheme registers Micro and Small Enterprises (MSEs) so they can participate in government and Public Sector Undertaking (PSU) purchases and avail the benefits under the Public Procurement Policy for MSEs.

This registration is meant for Micro and Small Enterprises engaged in manufacturing or services that already hold a valid Udyam (MSME) Registration and wish to become pre-qualified vendors for government tenders. Traders are not eligible under this scheme.

NSIC Registration is optional and works in addition to Udyam Registration. While Udyam provides the basic MSME recognition, SPRS specifically unlocks tender-related advantages such as exemption from Earnest Money Deposit (EMD), free tender documents, and a price preference in government procurement. The SPRS certificate is valid for two years and is renewed every two years thereafter.

What is NSIC Registration?

NSIC Registration is enrolment of a Micro or Small Enterprise (MSE) under the Single Point Registration Scheme (SPRS) administered by the National Small Industries Corporation Ltd. (NSIC), a Government of India undertaking.

The objective is to enable MSEs to participate in government purchases on preferential terms. Once registered, an enterprise becomes a recognised vendor eligible for the benefits granted under the Public Procurement Policy for Micro and Small Enterprises (MSEs) Order, 2012.

Eligible applicants include:
  • Micro and Small Enterprises holding a valid Udyam Registration
  • Units engaged in manufacturing or services
  • New units that have commenced commercial production but not completed one year may obtain Provisional Registration (subject to a monetary limit as per current NSIC norms)
Traders are not eligible under this scheme.

How NSIC Works

NSIC functions as a facilitator between Micro and Small Enterprises and government buyers. Under the Single Point Registration Scheme it acts as a single registration point so that an MSE does not have to register separately with each government department or PSU.

The mechanism works broadly as follows:
  • The MSE applies online and lists the specific stores (products) or services it can supply.
  • NSIC verifies the enterprise's competence, capacity, and credentials, generally through a technical inspection carried out by an empanelled inspecting agency.
  • On approval, NSIC issues an SPRS certificate that records the monetary limit and the list of items the unit is competent to supply.
  • Central Government Ministries, Departments, and PSUs are required to set an annual procurement goal of a minimum of 25% of their total annual purchases from MSEs, and registered units compete for these orders with the prescribed exemptions and preferences.
The registration is reviewed and renewed every two years.

Skill & Technology

Before granting registration, NSIC assesses whether the enterprise has the technical capability and capacity to actually manufacture or supply the items it has applied for. This is verified through a technical inspection conducted by an independent inspecting agency.

The assessment typically considers:
  • Plant and machinery available at the unit and its production capacity
  • Technical know-how and skilled manpower deployed in the manufacturing or service process
  • Quality control and testing facilities, whether in-house or arranged through an outside laboratory
  • Compliance with the relevant standards or specifications for the items applied for
The monetary limit on the SPRS certificate is fixed on the basis of this technical and financial competence, ensuring that the enterprise is enlisted only for stores or services it can genuinely deliver.

Benefits of NSIC

Enterprises registered under SPRS enjoy the benefits of the Public Procurement Policy for MSEs. Key benefits include:
  • Free tender documents – issue of tender sets free of cost.
  • Exemption from Earnest Money Deposit (EMD) in government tenders.
  • Price preference – MSEs quoting within the price band of L1 + 15% are allowed to supply up to 25% of the requirement by matching the L1 price (where L1 is a non-MSE).
  • Reserved procurement – Central Ministries, Departments, and PSUs aim to procure a minimum of 25% of their total annual purchases from MSEs.
  • Reservation within the 25% for MSEs owned by SC/ST entrepreneurs and women entrepreneurs, as per the policy.
  • Single point registration, removing the need to register separately with each buying organisation.
These benefits make SPRS registration valuable for MSEs that intend to participate in government and PSU tenders.

Difference Between MSME & NSIC

MSME (Udyam) Registration and NSIC (SPRS) Registration are related but serve different purposes:
  • Issuing authority – Udyam Registration is issued by the Ministry of MSME; NSIC Registration is granted by the National Small Industries Corporation under SPRS.
  • Purpose – Udyam is the basic identification of an enterprise as an MSME for general schemes and benefits, while NSIC/SPRS specifically enables participation in government procurement.
  • Mandatory vs optional – Udyam is the foundational registration every MSME should hold; NSIC/SPRS is optional and taken in addition to Udyam.
  • Prerequisite – A valid Udyam Registration is required before applying for NSIC/SPRS.
  • Cost – Udyam Registration is free; NSIC/SPRS involves a registration fee based on category and turnover and a technical inspection.
  • Benefits – Udyam gives access to MSME schemes, subsidies, and priority lending; NSIC/SPRS adds tender-specific benefits like EMD exemption, free tender sets, and price preference.
In short, Udyam recognises the enterprise as an MSME, whereas NSIC/SPRS converts that recognition into concrete government-tender advantages.
